By October, most winter-service teams will already have well-established plans, routes, contracts and operational procedures in place.
The useful question isn’t whether a winter plan exists. It’s whether the information and assumptions behind it still reflect the network you’re about to manage.
Networks change. Assets move. Development alters demand. Community priorities evolve. Vehicles, people and contractors change. Even a well-established service can therefore benefit from a final evidence-led review before operational pressure begins.
The principles of good winter service are already well documented through Well-managed Highway Infrastructure, DfT salt resilience guidance and the National Winter Service Research Group (NWSRG) Practical Guidance. Rather than repeat that guidance, we’ve distilled some of the practical themes into five simple questions worth asking before October.
1. Do your routes still reflect what matters today?
A gritting route can be operationally efficient and still be based on yesterday’s network.
UK guidance encourages authorities to define winter treatment and minimum winter-service networks around the infrastructure, communities and services that need to remain accessible. Well-managed Highway Infrastructure, for example, highlights access to key facilities and communities, links to the strategic network, other transport needs and continuity across authority boundaries.
The question isn’t simply when were the routes last reviewed?
It’s whether changes in development, schools, health facilities, transport connections, vulnerable communities or neighbouring networks would alter the choices made today.

2. How much confidence do you have in the assets supporting the service?
Most authorities know how many grit bins their records say they have. That’s different from knowing what is actually on the ground.
Pre-season asset checks are well established within local winter-service practice. The bigger consideration is whether the resulting information gives operational teams an accurate enough picture to make decisions when demand increases.
The useful challenge is therefore not do we have an inventory? but:
Would crews, customer services and managers all be working from the same accurate picture tomorrow?
That means understanding location, condition, stock, accessibility and whether assets remain appropriate for the locations they serve.
3. Is resilience measured beyond the headline salt tonnage?
Salt stock remains fundamental. DfT guidance for English local highway authorities identifies 12 days / 48 runs as the pre-season resilience benchmark, while also asking authorities to consider their own usage history, capacity and mutual-aid arrangements.
But a large stockpile doesn’t automatically create a resilient service.
It is worth considering how stock levels relate to actual routes, spread rates, storage capacity, replenishment arrangements and the minimum network that would need protecting during prolonged conditions.
In other words: how long could the service you have planned actually be sustained?
4. Are the operational assumptions ready to be tested?
Vehicles, spreaders, weather information, people and route information all need to perform together once decisions start being made daily.
Established winter-service guidance covers much more than the treatment itself. NWSRG’s planning guidance, for example, considers resources, activation, collaboration, contingency arrangements and whether responsibilities between different parties are clearly understood.
A useful pre-season exercise is therefore to look beyond whether equipment is technically available and ask whether people, plant, information and decision-making processes have recently been tested together.
5. Can you evidence why the service is doing what it is doing?
Winter resilience involves prioritisation. No authority can treat every road, footway and community asset simultaneously, so decisions inevitably have to be made about where limited resources have the greatest impact.

The stronger question before winter is: Could you clearly demonstrate the evidence behind those decisions?
Routes, asset condition, historic demand, service requests, treatment activity and local priorities should collectively tell a defensible story about how the network is being managed.

None of these questions replaces an authority’s Winter Service Plan, operational procedures or experienced decision-makers. They’re prompts to test the assumptions underneath them.
